Riaz Ahmed, MS, P.Eng
Mr. Ahmed is a professional engineer with a Masters degree in Civil & Environmental Engineering from the University of Waterloo, Ontario, Canada. He has also completed M.Sc. Soil & Water Engineering from the University of Engineering & Technology, Peshawar, Pakistan.
Mr. Ahmed has over twenty years of work expeience both technical and managerial, working with organizations of repute including Swiss Agency for Development and Cooperation, European Union funded programs, and others. He has successfully designed, supervised, and executed numerous community-based Water, Sanitation, Disaster Risk Reduction, Irrigation, and other Infrastructure & rural development projects. He has worked with SDC Water, Environment, and Sanitation (WES) for almost three years until the conclusion of their activities in Khyber Pakhtunkhwa. Presently, he is working as Program Officer on EU funded District Governance and Community Development Program.
Mr. Ahmed is Chairman and Chief Executive Officer of ORDER and, as such, is responsible for supervision of all of ORDER’s activities. As ORDER’s chief, Mr. Ahmed has been working with communities and key stakeholders on the one hand and government departments and national/ international agencies on the other with the aim to improve service delivery, economic growth, and local governance through promotion of community driven development in support of government policies. Mr. Ahmed focuses on implementing process improvements, developing targeted plans, and delivering solutions within the constraints of time and resources at hand. As a solution focused administrator, he bears a keen sense of understanding the local socio-political context, gender issues, cultural norms and their impact on program activities as these considerations, in turn, transform into socially and culturally relevant policy making leading to tangible and sustainable outcomes. Realizing that true prosperity and sustainable development are unachievable without realizing the importance and meaningful contributions of both genders, Mr. Ahmed, therefore, pays particular attention to gender equity, fairness, and equal opportunity in any and all of ORDER’s activities.
Mr. Ahmed with his spirit of teamwork, energy, and appropriate goal direction is determined to take ORDER to the next level and help ORDER realize it’s dream of bringing a change in the lives of the most needy, deprived, and vulnerable populations.

Ms. Iqbal has obtained a Masters degree in Advanced Studies in Humanitarian Action from University of Geneva Switzerland as well as a Masters Degree in Rural Sociology from Peshawar, Pakistan. In addition to her formal education, she holds numerous other certifications to her name including “The United States Program for Public Administrators,” “Good Governance and Advocacy,” “Conflict Sensitive Planning and Gender Responsive Recovery,” “Health Hygiene Promotion,” “Gender and Development,” “Participatory Rural Appraisal,” and “Microfinance Methodology.”
Presently working as Program Officer, Disaster Risk Reduction and Health with Malteser International at their country office in Islamabad Pakistan, Ms. Iqbal has over fifteen years of experience serving in the social sector.
As one of the founding directors of ORDER, Ms. Iqbal is steering ORDER’s activities in the area of social mobilization and DRR.
Mr. Mian is an executive MBA with an additional Masters degree in Gender and Women Studies and a Bachelors degree in Education. In addition to his formal education, he holds numerous other certifications to his name including “Project Cycle Management,” “Social Mobilization and Organization,” “Proposal and Concept Note Development,” “Elements of Emergency Action,” and “Monitoring and Evaluation.”
Mr. Mian has had extensive experience in the public sector – working in managerial positions in various organizations – with particular interest in organizational strategic planning, project development & management, monitoring & evaluation, project review & reporting, and small grants management.
Mr. Mian is one of the founding directors of ORDER and watches over its activities in the area of planning & project development, proposal writing, and monitoring & evaluation.
Dr. Shah is a specialized internal medicine physician and physician scientist. After graduating from Aga Khan University Medical College in Karachi Pakistan, Dr. Shah joined the Internal Medicine Program at the University of Kentucky, USA for specialized training in medicine. Dr. Shah has a keen interest in Public Health and has a number of publications (related to public health and others) to his name in peer reviewed medical/ scientific journals.
Dr. Shah is one of the founding directors of ORDER. In addition to watching over ORDER’s health and hygiene program, Dr. Shah also handles media and communications, research activities, and grant and proposal writing.
Mr. Khan has obtained Masters degrees in Political Science and Internal Relations and a Bachelors degree in Education.
Mr. Khan has extensive experience in the education sector with particular focus on female education, universal primary education, and adult literacy. As one of the founding directors of ORDER, Mr. Khan is steering ORDER’s education program. In addition, he’s responsible for overall coordination of activities, social mobilization, and community activism.
Shelley Harkless, MA.Ed
Ms. Harkless is a native of Kentucky, USA. She has obtained a Masters Degree in Education from Eastern Kentucky University and has over a decade of experience in the education sector undertaking a variety of managerial, teaching, and counselling assignments. She’s presently working as a Business and Education manager for Clinique, KY, USA and has been a teacher and counselor for Public Schools in Fayyette County, KY in the past.
Ms. Harkless has been involved with a number of charity organizations and has been a founding board member of “University You” a non-profit organization that provided counselling and support services to at-risk students at various institutions in KY, USA. In addition to her pursuits in the education sector, she is a strong activist for women empowerment as well.
Ms. Harkless is closely associated with ORDER as a member of its advisory board and is at the forefront of ORDER’s education and women empowerment program.
